Website is online but isn’t responding to connection attempts
The error could be caused by certain proxy settings which are preventing the connection or third-party add-ons, which affect the network connection. You could try the following solutions sequentially to resolve the problem:
1] Turn OFF Proxy settings
Proxy settings could prevent you from accessing certain websites. You could turn OFF the Proxy settings temporarily to isolate the issue. Click on the Start button and go to Settings > Network and Internet > Proxy. Turn ON the switch for Automatically detect settings and turn OFF the switch for Manual proxy setup. Restart the system.
2] Disable add-ons from browsers
Add-ons on browsers can affect network connectivity. To isolate this cause, you could disable add-ons on browsers temporarily. If this doesn’t help, the add-ons could be re-installed later.
3] Reset the TCP/IP and DNS
Search for Command Prompt in the Windows search bar. Right-click on the option and select Run as administrator. Type the following commands one by one and hit Enter after each command to reset TCP/IP and clear the DNS cache. Restart the system.
4] Reset the Network
If all of the above steps fail, you could consider resetting the network. Doing so will restore all network settings to default. The procedure to reset the network is as follows: Click on the Start button and select Settings > Network and Internet > Status > Network Reset. Select Reset now and let the function process. Restart the system once done. Related read: File and Print sharing resource is online but isn’t responding to connection attempts.
